What if Monaco were to become a key digital player on the global stage?
Insight: Eight of the ten leading digital nations have a population of under 20 million people (Singapore, Sweden, Denmark, Switzerland, the Netherlands, Finland, Norway and Hong Kong), showing that being small is a genuine competitive advantage for countries looking to lift themselves into the top-ranking positions.
Orientation: The Monaco Digital Advisory Council (MDAC) – an annual meeting which gathered, on the 15th of November, outstanding figures from the world of digital technology to ponder the broad outlines of the Principality’s digital strategy. The opportunity to set aside a day for bilateral discussions with Dr Vivian Balakrishnan, the Singaporean Minister of Foreign Affairs in charge of the Smart Nation.
Roadmap : Between 2016 and 2018, Monaco rose to reach the world average in the UN E-Government Survey, which measures provision of online services every two years. The new legal framework passed by the National Council in early December will consolidate the acceleration in this area that began a year ago. Legislation on digital identity and the digital economy will make it possible to move more services online and help to make it easier for users to complete administrative procedures by introducing a new principle: that a true copy has the same legal force as the original.
